Amazon won’t let you pay for reviews, whether in cash, refunds or free units. You can pay creators to buy your product at full price and create content about it on their own Instagram, YouTube or Facebook. You pay only for the content you approve.
No. Amazon’s Community Guidelines don’t allow a review in exchange for any compensation, including cash payments, refunds, and free or discounted products. They do accept a seller encouraging an unbiased, un-incentivized review. What you can do is get people talking about the product off Amazon: creators who buy at full price and create content for their own channel, paid for a piece of content you approve and never for a review.
Amazon states the rule itself, and it is broader than cash:
“You are not allowed to create, edit, or remove a review in exchange for any compensation, including cash payments, refunds, free or discounted products, gift cards, warranties, services, or other incentives. This policy applies even if a seller offers a refund to remove or change a negative review. Reviews influenced by compensation through any channel, including social media sites, violate our guidelines and may be removed.”
What matters is what you paid for. Pay for a review and it breaks the rule wherever you arranged it. Pay for disclosed content on the creator’s own channel, with no review asked for, and you have bought something else.
The same page sets out what a seller is allowed to ask for:

Amazon’s policy names refunds as compensation. A shopper reimbursed once a review is live is a compensated review.

The policy lists these and then adds “other incentives”, so the list is not a loophole to work around.

Everything else rests on it. A shopper who is happy with what arrived is the one you can honestly ask for a review.
Disclosed content on a creator’s own channel isn’t a review, so that is where you can build demand. Hypedrive never asks for a review.
Amazon publishes the remedy, and it reaches payments as well as the listing:
“If we determine that you have attempted to manipulate reviews or violated the applicable contractual provisions, our guidelines or our policies in any other manner, we may immediately suspend or terminate your Amazon privileges, remove reviews, and delist related products. In addition, if we determine that an Amazon account has been used to engage in review manipulation, remittances and payments may be withheld or forfeited.”
It also says it takes legal action:
“We pursue lawsuits for reviews manipulation against dishonest sellers and manufacturers who attempt to purchase fraudulent reviews and the parties who provide and post those reviews.”

Notified in November 2022, IS 19000:2022 is titled “Online Consumer Reviews: Principles and Requirements for their Collection, Moderation and Publication”. It applies to any organization that publishes consumer reviews online. The government describes it as voluntary:
“The standards are voluntary and are applicable to every online platform which publishes consumer reviews. The guiding principles of the standard are integrity, accuracy, privacy, security, transparency, accessibility and responsiveness.”
Where a false or misleading advertisement is in play, Section 21 empowers the Central Authority to act against a manufacturer or endorser:
“(2) ...if the Central Authority is of the opinion that it is necessary to impose a penalty in respect of such false or misleading advertisement, by a manufacturer or an endorser, it may, by order, impose on manufacturer or endorser a penalty which may extend to ten lakh rupees: Provided that the Central Authority may, for every subsequent contravention by a manufacturer or endorser, impose a penalty, which may extend to fifty lakh rupees.”
These are civil penalties for a contravention, directed at the manufacturer or the endorser rather than at any party generally. So the risk isn’t only on Amazon.
ASCI says “Material connection is not limited to monetary compensation. Disclosure is required if there is anything of value given to mention or talk about the advertiser’s product or service.” Disclosure “must be upfront and prominent so that it is not missed by an average consumer” and “should not be buried in a group of hashtags or links”.
